Item 2: Interactive dialogue with the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel

Geneva, 19 June 2024

بسم الله الرحمن الرحیم

Mr. President,

The Islamic Republic of Iran took note the report of the Palestine Commission of Inquiry (A/HRC/56/26) with thorough consideration.

A number of the report's findings raise serious concerns for us. Iran emphasizes that instead of portraying Palestinians, who courageously defend their families and land against occupation and brutality; as the principal perpetrators of heinous crimes, it is the Israeli regime that should be held accountable.

The Islamic Republic of Iran firmly rejects the concept of Persons Hors de Combat as applied to Israeli soldiers in the battle scene, deeming it illegal. According to Article 41 of Additional Protocol I, Israel's actions against resistance forces involve perfidy, disqualifying them from this protection.

The Israeli regime has killed over 37,000 Palestinians in a barbaric manner, committing genocide, war crimes, and crimes against humanity. These heinous acts, which include deliberate targeting of civilians, illegal occupation, and systematic human rights violations, represent flagrant violations of the fundamental principles that underpin our shared humanity.

The Islamic Republic of Iran rejects any attempts to equate the actions of the oppressed with those of the oppressor.

Thank you, Mr. President.
