Note Verbal on the Continuation and Expansion of Escalations and the Erosion of Regional and International Peace and Security by the Regime of Israel
The Permanent Mission of the Islamic Republic of Iran to the United Nations Office and other International Organizations in Geneva presents its compliments to the Secretariat of the Conference on Disarmament (CD) and has the honor to transmit enclosed to this correspondence the “Communication to the Conference on Disarmament on the Continuation and Expansion of Escalations and the Erosion of Regional and International Security by the Regime of Israel in the Middle East”.
It will be appreciated if the attached communication is circulated among the Member States of the Conference as an official document of the Islamic Republic of Iran.

Communication to the Members of the Conference on Disarmament on the Continuation and Expansion of Escalations and the Erosion of Regional and International Peace and Security by the Regime of Israel in the Middle East
Geneva, 29 October 2024
- This communication is intended to update the members of the Conference on Disarmament on unlawful and aggressive actions of the Israeli Regime, which constitute a serious violation of the sovereignty and territorial integrity of the Islamic Republic of Iran and a flagrant breach of international law and the United Nations Charter. The Israeli regime's act of aggression constitutes a grave threat to international peace and security and further destabilizes an already fragile situation in the region.
- In exercising its inherent right to self-defense under Article 51 of the UN Charter, and in response to the Israeli regime's recurring military aggressions against Iranian nationals, interests, security, and sovereignty, Iran is determined to defend its people, national security, sovereignty, and territorial integrity against any threat or act of aggression.
- On April 1, 2024, the Regime of Israel, in continuance of its sequential breaches of International Law and Article 2(4) of the United Nations Charter, in a bare-faced violation of the immunity and inviolability of diplomatic and consular premises of the Islamic Republic of Iran specified in the 1961 Vienna Convention on Diplomatic Relations, the 1963 Vienna Convention on Consular Relations, the 1969 Convention on Special Missions, and international customary law governing diplomatic relations and missions, attacked the consular division of the Embassy of the Islamic Republic of Iran in Damascus, Syria. This attack led to the loss of 16 people, including some Iranian nationals.
- On July 31, 2024, in a very cowardly act of terrorism and by another defiance of basic principles of international law and unlawful use of military force against Iran’s sovereignty and territorial integrity, in the heart of the capital of Iran, Tehran, the Regime of Israeil assassinated Palestinian prominent political leader, Ismail Haniyeh, who was attending, as an official guest and invitee of the Islamic Republic of Iran, to the new Iranian elect president’s inaugural ceremony.
- On September 27, 2024, along with all its unlawful and criminal acts in Gaza and expansion of escalations to Lebanon to create a new massacre in the region, the Regime by using more than 80 Bunker Busters assassinated the secretary general of Hezbollah in Lebanon. The attack on Lebanon left the loss and injury of many civilians, including innocent children and women, in the southern part of Lebanon, as well as some Iranian nationals.
- After a long term of performing self-restraint by Iran and repulsive inaction of the United Nations Security Council (UNSC), on April 13 and October 1, 2024, and in response to all those above-mentioned recurring violations and in exercising its legitimate right to self-defense under Article 51 of the UN Charter, the Islamic Republic of Iran launched a series of limited and presided legitimate operations (True Promise 1 and True Promise 2 operations) against some very military objects in Israel. Those operations were merely constrained to the military objectives of the Regime, fully in accordance with International Law, in particular International Humanitarian Law (IHL), and conducted merely after a meaningful and disgusting inaction of the UNSC.
- On October 26, 2024, yet again the Regime of Israel, in extension of its cynical and irresponsible manner, in a brazen violation of international law and the United Nations Charter, launched a reckless attack against the security, sovereignty, and territorial integrity of the Islamic Republic of Iran. A very significant number of those missiles were intercepted by Iran’s Air Defense Forces successfully. If not for the successful performance of Iranian Air Defense, the Israeli aggression could have resulted in significant civilian losses and casualties.
- The Islamic Republic of Iran, in its strongest terms, condemns the October 26 unlawful attack against its sovereignty and territorial integrity by the Regime of Israel in violation of international law and relevant United Nations resolutions and reserves all its rights to respond to these violations, fully in accordance with its rights and obligations under international law. The Islamic Republic of Iran, as a full-fledged member of the United Nations, in full conformity with the international law rules and principles and leaning on exercising its inherent right to self-defense, preserves all its rights to respond to any threat or violation against its national interest, sovereignty, and territorial integrity.
- The unleashed barbaric conduct of the Israeli Regime in the region demonstrates that any self-restraint in favor of international and regional peace and security makes the regime more emboldened, in particular when it is backed and encouraged by its allies and supporters.
- Furthermore, inactions by the international community, in particular the United Nations Security Council, embolden this Regime to continue its violations of international law and persist in its criminal acts, comprising genocide, war crimes, and crimes against humanity in the region.
- Shredding the UN’s Charter before the eyes of everyone, declaring the Secretary General of the United Nations as Persona non grata, and targeting Humanitarian personals and United Nations positions and forces all well demonstrate that the Regime of Israel lacks even the minimum belief and compliance in international law and collective mechanisms.
- The Islamic Republic of Iran attaches a great value to responsible states that condemned the Regime’s act of aggression against sovereignty and territorial integrity and calls on the international community and the relevant international bodies and organizations to address these crimes and non-compliances and exert the utmost pressure on the Regime to put an end to its heinous ongoing crimes.
- In light of the consequences of the Israeli Regime's ongoing and systematic aggressions, the Islamic Republic of Iran urges the international community and the relevant United Nations bodies to take a firm stance and condemn the Regime for committing these acts of aggression strongly and unequivocally and demonstrate to the international community that such egregious violations of international law and the UN Charter shall not remain unanswered.
