Mr. President,

            My delegation attaches great importance to the enhancement of capacity building, as one of the effective and efficient ways and means to protect and promote the human rights in all countries. The reason is obvious. The international human rights machinery has been developed gradually during the past decades and this process gave rise to the expectations for the improvement in the national policies, taking appropriate actions, and increased accountability of the Member States.

            Nonetheless, many developing countries have not been able to cope with the envisaged developments and might be blamed for failing to adapt themselves or to respond in a timely manner and appropriately. That is why we believe that enhancement of the national capacities is of utmost importance for the promotion of all human rights.

          At the same time, one can claim that capacity- building in many countries is out of question without maintaining certain circumstances at national and global levels, such as: international cooperation, creation of an enabling environment, provision of technical assistance upon request, and the exchange of views and best practices through bilateral and multilateral channels.

 

Mr. President,

          The percentage of the annual budget and human resources allocated to technical assistance of the Office of High Commissioner for Human Rights in comparison with those of the other sections of the Office clearly indicate the importance that the international community attaches to the capacity building enhancement in a cooperative manner within the human rights system.

We are also of the view that technical assistance and cooperation would be effective, if they would be provided in consultation with and consent of the States concerned and in line with their needs and national priorities. Furthermore, in order to make a concrete impact on the ground, it should be bear in mind that all human rights are universal, indivisible, interdependent and interrelated.

Finally, I would like to draw the kind attention of the room to the fact that imposed economic sanctions undermine the capability of the nations to protect and promote human rights.
