Thank you, Madam President, for giving me the floor
At the outset, allow me to extend my sincere congratulations to you on assuming the presidency of the Conference on Disarmament and I wish you every success in the discharge of your responsibilities as the president of this body.
In accordance with Rule 30 of the Rules of Procedure of the Conference, I wish to take the opportunity of this formal plenary to brief the esteemed Member States of this august body on recent and alarming developments in Western Asia and the Middle East, arising from the full-scale war of aggression waged by the Israeli regime, as well as the criminal act of aggression perpetrated by the United States against the territorial integrity and political independence of the Islamic Republic of Iran.
Madam President,
On the 10th day of the unlawful aggression by the Israeli regime against Iran, its principal supporter and accomplice, the United States of America, went beyond merely offering indirect support to this criminal regime.
In a grave violation of the fundamental principles and norms of international law—including the Charter of the United Nations, international humanitarian law (IHL), the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Statute and resolutions of the International Atomic Energy Agency (IAEA), as well as United Nations Security Council Resolutions 2231 and 487—the United States launched military attacks against Iran’s Isfahan, Natanz and Fordow safeguarded peaceful nuclear facilities.
These attacks were conducted under the pretext of a misleading and biased report by the Director General of the IAEA against the peaceful nuclear facilities of a State Party to the NPT. This occurred despite the fact that all the targeted facilities are fully subject to the IAEA’s safeguards and monitoring, in accordance with the Comprehensive Safeguards Agreement between the Islamic Republic of Iran and the Agency.
The recent action by the United States—in support of a criminal regime and a prime minister who is currently under warrant by the International Criminal Court (ICC) for the commission of serious crimes, including war crimes—represents a flagrant transgression of all established red lines.
Such a reckless action not only targets Iran but also constitutes a grave violation of the fundamental principles, norms, and rules of international law and inflicts severe harm upon the Charter of the United Nations, diplomacy, and the integrity of the global nuclear non-proliferation regime.
The United States has undertaken the very action previously carried out by the Israeli regime on 13 June, at a time when the Islamic Republic of Iran was constructively engaged in negotiations aimed at resolving the alleged concerns surrounding its peaceful and legitimate nuclear program.
Madam President,
Distinguished Colleagues,
A nuclear-weapon State, a permanent member of the United Nations Security Council, and one of the depositary States of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), in blatant disregard for all established norms and principles of international law, has, in collaboration with a nuclear-armed regime that is not a Party to the NPT, carried out an attack against the nuclear facilities of a sovereign State Party to the Treaty.
This criminal act will be remembered as a lasting stain on the historical record of the United States. Its far-reaching and negative consequences, however, will undoubtedly extend well beyond that, posing serious threats to international peace and security, undermining the nuclear non-proliferation regime, and casting long shadows over the broader international order.
The war-mongering and outlaw regime of the United States is held fully responsible for the dangerous consequences and far-reaching implications of this egregious act of aggression and heinous crime.
Iran is resolved to defend its territory, sovereignty, security, and people by all force and means against the axis of aggression, the United States and its proxy, in full conformity with the rules and principles of international law.
Iran has been a State Party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) since 1970, demonstrating its long-standing and unwavering commitment to the objectives of the Treaty. Regrettably, however, the outcome of more than five decades of faithful adherence to the NPT has been the imposition of unjust sanctions, the systematic denial of Iran’s inalienable rights under the Treaty, and even military attacks against its peaceful nuclear facilities.
The renunciation of nuclear weapons and adherence to the Non-Proliferation Treaty (NPT) must not result in emboldening a non-NPT member to carry out armed aggression against the peaceful nuclear facilities of an NPT State Party. Otherwise, such a precedent would gravely undermine the very foundations of the non-proliferation regime and “jeopardize the supreme interests” of its member states.
The Islamic Republic of Iran reminds the United Nations, the Security Council, the UN Secretary-General, the International Atomic Energy Agency (IAEA), and other relevant international bodies of their responsibilities to take urgent and decisive action in response to this appalling breach of international law.
The world must not lose sight of the fact that it was the United States that, in the midst of an ongoing diplomatic process, undermined diplomacy by supporting the genocidal and lawbreaking Israeli regime in waging a war of aggression against the Iranian nation.
Iran has demonstrated its vigilance, determination, and strengths in defending its territory, people and rights. The Government and people of the Islamic Republic of Iran are resolute in exercising their inherent right to self-defense against any aggression. They will never relinquish their inalienable right to the peaceful use of nuclear science and energy, as recognized under international law and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
