Statement By   Mrs. Somayyeh Karimdoost Representative of the Islamic Republic of Iran Before   The Human Rights Council 52th Session   Item 3: Interactive dialogue with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment Geneva, 14 March 2023   بسم الله الرحمن الرحیم Mr. Vice-President,   Any forms of torture or cruel, inhumane and degrading treatments are forbidden in the Islamic Republic of Iran and there is no impunity for perpetrators of such crimes as envisaged in the Constitution, the Islamic Penal Code, Criminal Procedural Code, the Law on Respect for the Legal Freedoms and the Protection of Citizenship Rights has forbidden.   In this regard, regular and periodic training courses have been held and still being held for relevant staff in domestic.   Mr. Vice-President, Unilateral coercive measures can have various consequences, direct and indirect or intended and unintended resulting deliberately harm to innocent civilians and violating their fundamental human rights;   Believing firmly in prohibition of torture without exception, the Islamic Republic of Iran argues that severe consequences of decades of imposing cruel unilateral coercive measures against Iranians constitute an obvious example of "Psycho-Torture" which is a form of psychological abuse that can cause lasting harm to an individual's mental health and well-being.   The unilateral coercive measures as psycho-torture eventually bring into "mass torture" of targeted nations which are in contradiction to very basic elements of human rights principals and should be lifted at any level;   In this context, we expect Madam Special Rapporteur to pay due attention to this aspect of the unilateral coercive measures in her future elaborations and reports.     I thank you, Mr. President.
