(Full version) Statement By Mr. Ali Mohammad Ghaderi Deputy Minister and Head of the State Welfare Organization of the Islamic Republic of Iran Before The Human Rights Council 52nd Session Item 3: Interactive dialogue with the Special Rapporteur on the rights of persons with disabilities Geneva, 13 March 2023 بسم الله الرحمن الرحیم Mr. President It’s a great honor for me, as deputy minister and Head of State welfare organization of Islamic Republic of Iran which is the national focal point for the implementation of the Convention on the Rights of Persons with Disabilities to participate in this session; I would like to inform you on the most important measures taken by State Welfare Organization of the Islamic Republic of Iran, with regard to with social inclusion of people with disabilities: Respecting persons with disabilities and trying to create equal opportunities for them has always been within the religious and national teachings and programs Iran. The approval of the comprehensive law on the protection of the rights of person with disability is considered as one of the most important measures that have been taken in order to protect the rights of people with disabilities. In the Law on protection of the rights of Persons with Disabilities Act, regardless of any ethnic or religious issues, all persons with disabilities of any minority are under legal protection and rendering rehabilitation services under insurance is also one of the important measures that have taken place in recent years. Supporting the employment of people with disabilities with at least 3% of employment quotas for these people and competition between people with disabilities themselves, not competition with people without disabilities, is one of the achievements of the recent law. The presence of people with disabilities as advisers to the heads of institutions is one of the measures that are being followed and carried out in order to protect the rights of people with disabilities. The approval of citizenship rights in the administrative system, which has been communicated to the executive bodies, emphasizing the adaptation and accessibility of spaces and facilities for people with disabilities and the training of the staff of the institutions to interact with people with disabilities, among other legal achievements of the Islamic Republic of Iran is in line with the rights of people with disabilities. Specialized trainings for the deaf interpreters to participate them in the judicial systems to accompany people with hearing disabilities, are other positive events that have been carried out by the Iran’s state welfare organization.
