Good morning, good afternoon, and good evening to everyone,

Excellencies, distinguished delegates, ladies, and gentlemen,

It is with great privilege that I present to you the progress and advancements pertaining to the Fifth Strategic Plan of the Ramsar Convention on Wetlands. This plan stands as a beacon guiding the implementation of the Convention's principles and objectives across our diverse global landscape. Since its inception at COP6 in 1997, these strategic plans have played a pivotal role in shaping wetland conservation efforts. Currently operating under the fourth Strategic Plan, spanning from 2016 to 2025, we now stand on the threshold of a new era with the Fifth Strategic Plan.

At COP14, Contracting Parties reaffirmed the necessity for a new Strategic Plan, leading to the establishment of a dedicated Strategic Plan Working Group. Notably, during Standing Committee 61 in November 2022, Brazil and Canada were appointed as the Co-chairs of the Working Group, signaling a fresh impetus towards the Fifth Strategic Plan. The SPWG, representing a diverse array of Contracting Parties and key organizations, was entrusted with the formidable task of formulating the Fifth Strategic Plan.

Following an open tender process in early 2023, a panel consisting of two members of the SPWG and a representative of the Secretariat selected WRM Wetlands & Environment Ltd to undertake the next phases of the Fifth Strategic Plan development in collaboration with the SPWG. During the preparatory phase, the SPWG held five pivotal meetings. These meetings focused on initiating the Fifth Strategic Plan development, refining methodology and engagement strategies, intensifying progress, synthesizing feedback, and discussing continuity between the Fourth and Fifth Strategic Plans, integration of CEPA activities, and goal framing, emphasizing inclusivity, transparency, and equity throughout the process.

The Fifth Strategic Plan, with three overarching goals—living as nature, reversing degradation and loss, and enhancing implementation—the plan delineates specific targets and activities aimed at achieving our objectives. From recognizing the diverse values of wetlands to promoting inclusive participation, addressing drivers of degradation, facilitating restoration efforts, fostering cooperation, designating sites, and ensuring adequate financing, each component of the plan is meticulously crafted to drive tangible progress.

In conclusion, the journey towards the Fifth Strategic Plan exemplifies our collective dedication to wetland conservation and sustainable development. The collaborative efforts of the SPWG, informed by stakeholder engagement, expert insights, and the findings of the Global Wetland Outlook, lay the foundation for a comprehensive and actionable plan. As we navigate the complexities of wetland management, let us remain steadfast in our commitment to preserving these invaluable ecosystems for generations to come.
