Mr. Chair

We are pleased to see you chairing over WIPO General Assembly. We feel obliged to express our appreciation for the valuable efforts by WIPO Director General, Mr. Daren Tang, and the Secretariat in the course of the past year.

The challenges arising from the COVID-19 pandemic demonstrate the important role of fair, balanced and effective intellectual property system in coping with this pandemic, in particular in equitable and affordable access to COVID-19 vaccine, for all without discrimination including through development of WIPO’s cooperation and coordination with relevant international organizations. We call upon WIPO to prioritize and mainstream its work toward a effective response to the COVID-19 pandemic, in particular through facilitating transfer of technology and provision of technical assistance to developing countries to use IP to overcome challenges arising from the pandemic and to build a sustainable economic recovery.

We would like to emphasize on the importance of mainstreaming of the Development Agenda in the work and activities of WIPO and making development as an integral part of the Organization’s work, particularly in technical assistance activities of the organization to developing countries in order to accelerate economic, social and cultural development.

Mr. Chair,

Despite inhuman unilateral coercive measures imposed on Iranian nation in the form of economic and financial sanctions- truly qualified as economic terrorism-, we have managed to continue our sustainable development including in the field of intellectual property. Iran’s improvement in its rank by seven places in the Global Innovation Index in 2021 along with continued enhancement in statistics published by WIPO, are strong indications of our collective resolve to overcome unlawful and inhuman restrictions imposed on Iran through diversifying our economy and by expanding innovative and knowledge based economy.

We welcome the recommendation of the 41st IGC to the GA on renewal of the mandate of the committee for the 2022-2023 biennium as well as the terms of the mandate and the work programme for the 2022-2023 with the objective of finalising an agreement on an international legal instrument/s for ensuring balanced and effective protection of Genetic Resources, Traditional Knowledge and Folklore GRTKF. 

On the issue of WIPO External Offices, we would like to note the decision of the 33rd Session of the Program and Budget Committee (PBC) to develop a preliminary draft of the ToR for this purpose and it is one step forward. We believe the ToR shall be developed in a state driven process and in full conformity with the “Guiding Principles Regarding WIPO External Offices”. 

To conclude, Mr. Chair, we look forward to constructive and resultoriented discussions in this session of the WIPO General Assembly.
